This nominee program is looking for immigrants that specifically have specialized occupational skills. The government has an agreement for this province where nominees that are selected can obtain permanent residency if they can contribute to this province's growing economy and society. Also those selected must live in Newfoundland and Labrador and be English or French proficient enough to communicate.

Skilled workers with specialized training that are considered an important impact on the operations of a company are eligible. Applicants that are applying for this program will need to have an offer of paid employment, at current market rates from an employer from this province.

The applicant may have to visit the province for an interview for employment with the employer and local official and will have to be in the province for at least 6 months before submitting a NLPNP application. Those that are applying and have been on a work permit maybe also have to attend an interview within 14 days of landing the skilled worker will also have to meet with department officials. However, usually skilled workers must satisfy provincial credentials standards before the final decision of being nominated by the province.

In some cases an employer, the NLPNP officials may arrange a temporary work permit to allow potential immigrant to accept employment and to see whether he/she and the family can settle in Newfoundland and Labrador successfully.
